Understanding the selves, situations and actions of Africans can never be comprehended outside kinship. Local and foreign worldviews are first pigeonholed into culture and defined within kinship realities in Nigeria and Africa. There have been studies on kinship in Africa. However, the findings from such studies portrayed the immutability of African kinship. Thus, as an important contribution to the on-going engagement of kinship in the twenty-first century as an interface between the contemporary Diaspora, this article engaged kinship within international migration. (...) This is a major behavioural and socio-economic force in Nigeria. Methodological triangulation was adopted as part of the research design and primary data were collected through in-depth interviews (IDIs), and life histories of international migrants were documented and focus group discussions (FGDs) were held with kin of returnees. The article found and concluded that while returnees continued to appreciate local kinship infrastructures, the infrastructures were liable to reconstruction primarily determined by dominant support situations in the traditional African kinship networks. This book calls for the institution of an African feminist philosophy of language, challenging existing debates and encouraging a move away from the Western gaze. The book begins with an analysis of the philosophical context of African feminism, and a call for the decolonization of epistemological discourse. Oyeleye then goes on to consider how indigenous patriarchies play out in the cultural reality of the Yoruba in particular, ontologically unpacking the nature of woman as expressed in language, especially in myths and (...) proverbs. Challenging the derogatory language found in proverbs which entrench patriarchal oppression, the book advocates for postproverbials: new proverbs which draw on old traditions but reconstruct the space of woman in a new, egalitarian rhetorical tradition. The book concludes by outlining the conditions necessary for African feminist philosophers to consider language as a decolonizing space which can help to push through the agenda of social change. This book will be an important resource for researchers from across the fields of gender and women studies, feminist philosophy, philosophy of language, cultural studies, and African studies. Unlike our basic theories of space and time, quantum mechanics is not a locally causal theory. This well known fact was brought forth by Einstein, Podolsky, and Rosen in 1935. Today it is widely believed that any hopes of restoring local causality within a realistic theory have been undermined by Bell's theorem and its supporting experiments. By contrast, we provide a strictly local, deterministic, and realistic explanation for the correlations observed in two such supporting experiments performed at Orsay and Innsbruck. (...) To this end, a pair of local variables is constructed to simulate detections of photon polarizations at various angles, chosen freely by Alice and Bob. These generate purely random outcomes: A = +/-1 and B = +/-1. When these outcomes are compared, however, the correlation between them turn out to be exactly equal to -cos2, with the corresponding CHSH inequality violated for the polarization angles alpha, alpha', beta, and beta' in precisely the manner predicted by quantum mechanics. The key ingredient in our explanation is the topology of 3-sphere, which remains closed under multiplication, thus preserving the locality condition of Bell. (shrink)

Ulrich Beck asserts that global risks, such as climate change, generate a form of ‘compulsory cosmopolitanism’, which ‘glues’ various actors into collective action. Through an analysis of emerging ‘cosmopolitan risk communities’ in Chinese climate governance, this article points out a ‘blind spot’ in the theorization of cosmopolitan belonging and an associated inadequacy in explaining shifting power relations. The article addresses this problem by engaging with the intersectionality of the cosmopolitan space. It is argued that cosmopolitan belonging is a form of (...) performative identity. Its key characteristic lies in a ‘liberating prerogative’, which enables individuals to participate in the solution of common problems creatively. It is this liberating prerogative that forces the state from a position of political monopoly and marks the cosmopolitan moment. (shrink)

In order to investigate whether addressees can make immediate use of speaker‐based constraints during reference resolution, participant addressees' eye movements were monitored as they helped a confederate cook follow a recipe. Objects were located in the helper's area, which the cook could not reach, and the cook's area, which both could reach. Critical referring expressions matched one object (helper's area) or two objects (helper's and cook's areas), and were produced when the cook's hands were empty or full, which defined the (...) cook's reaching ability constraints. Helper's first and total fixations showed that they restricted their domain of interpretation to their own objects when the cook's hands were empty, and widened it to include the cook's objects only when the cook's hands were full. These results demonstrate that addressees can quickly take into account task‐relevant constraints to restrict their referential domain to referents that are plausible given the speaker's goals and constraints. This paper draws on research undertaken by the authors in community well woman clinics and hospital settings. Discussion focuses on issues around informed consent and participant observation. The authors are concerned to highlight the complexity of decision-making where researchers hold dual or multiple agendas, which are sometimes in conflict. Further situational factors which affect decision-making in research settings are explored. In particular, the complexity of gaining informed consent throughout the research process is addressed. The intention is not to point to (...) definitive resolutions to the problems posed, but rather to prompt debate about the often taken for granted meaning of 'informed' consent in relationship to participant observation. Cet article est basé sur les recherches que les auteurs avaient entrepris dans des polycliniques de santé de femmes et des hôpitaux. La discussion est concentré sur les thèmes du consentement informé et l'observation participante. Les auteurs sont inquiets de montrer la complexité du processus de se décider quant les chercheurs ont un rôle double ou multiple qui peut être en conflit. D'autres éléments qui influencent la prise de décisions dans des cadres de recherche sont aussi étudiés. En particulier, la compléxité de l'acquisition du consentement informé est adressée. L'intention n'est pas d'amener à une résolution définitive du problème posé, mais plutôt d'inviter á une discussion sur le sens (trop souvent pris pour réalité) du consentment 'informé' quant il s'agit de l'observation participante. Andere Faktoren, die die Entscheidungsmöglichkeit beeinflussen, sind auch untersucht. Besonders wird hier die Komplexität des erhalten von informierter Zustimmungung während des Forschungsprozesses angesprochen. Die Absicht ist nicht, eine definitive Lösung des Problems zu finden, sondern eher zu einer Debatte einzuladen über die zu oft als selbstverständlich betrachtete Bedeutung der 'informierten' Zustimmung auf der Ebene der mitteilenden Beobachtung. Economic sanctions are emerging as one of the major tools of international governance in the post-Cold War era. Gordon considers the issue of sanctions within three ethical frameworks: just war doctrine, deontological ethics, and utilitarianism.

We propose a cognitive and neurobiological model by which curiosity regulates affective memory, by positively biasing memory encoding through the promotion of emotion regulation. We begin with a brief overview of curiosity's observed emotional effects. Then we introduce three prominent models of affective memory encoding to suggest that the dopaminergic modulation of encoding associated with curiosity may positively bias memory processes. We situate the role of curiosity role in emotion regulation relative to its promotion of abstract thinking and cognitive flexibility. (...) We then identify the neural processes associated with abstraction and flexibility observed in the left inferior frontal gyrus, the dorsal anterior cingulate cortex, and the lateral prefrontal cortex as the neurobiological mechanisms underlying our framework. This study examines the kinds of stance that but as a contrastive marker signals in Nigerian investigative public hearings, with a view to exploring the contexts in which the stances are made. The study examines forty purposively selected investigative public hearing sessions which involve interactions between complainants, defendants and a hearing panel. The data are analysed qualitatively utilising Du Bois’ interactional view of stance and Martin and White’s Appraisal system. Results indicate that but signals epistemic, evidential, emotive and evaluative stances (...) within the narrative, interrogative and closing contexts. These stances and their contextual patterns depend heavily on the roles, goals and knowledge of the participants as stancetakers who position themselves, and align with other participants and the wider discourse community in order to express evaluation and intersubjective positioning. Contrary to our immediate and vivid sensation of past, present, and future as continually shifting non-relational modalities, time remains as tenseless and relational as space in all of the established theories of fundamental physics. Here an empirically adequate generalized theory of the inertial structure is discussed in which proper time is causally compelled to be tensed within both spacetime and dynamics. This is accomplished by introducing the inverse of the Planck time at the conjunction of special relativity and Hamiltonian mechanics, (...) which necessitates energies and momenta to be invariantly bounded from above, and lengths and durations similarly bounded from below, by their respective Planck scale values. The resulting theory abhors any form of preferred structure, and yet captures the transience of now along timelike worldlines by causally necessitating a genuinely becoming universe. This is quite unlike the scenario in Minkowski spacetime, which is prone to a block universe interpretation. The minute deviations from the special relativistic effects such as dispersion relations and Doppler shifts predicted by the generalized theory remain quadratically suppressed by the Planck energy, but may nevertheless be testable in the near future, for example via observations of oscillating flavor ratios of ultrahigh energy cosmic neutrinos, or of altering pulse rates of extreme energy binary pulsars. A macroscopic experiment capable of detecting a signature of spinorial sign changes is discussed. If realized, it would determine whether Bell inequalities are satisfied for a manifestly local, classical system. By providing an explicitly local-realistic derivation of the EPR-Bohm type spin correlations, it is demonstrated why Bell inequalities must be violated even in such a manifestly local, macroscopic domain, just as strongly as they are in the microscopic domain. The most popular English arithmetic of the 16th century was Robert Recorde’s Ground of Artes. Of the many surviving editions (15 before 1600), only two were published during Recorde’s lifetime, and a third was published shortly after his death. The first two differ materially from the latter, which was the basis of the long series of „augmented“ or „revised“ editions which appeared from 1561 to 1699. Because of their greater accessibility, discussions of 16th-century arithmetics usually cite these later editions, sometimes (...) tacitly ascribing material to the early editions which does not appear before 1558. We consider a deterministic rewrite system for combinatory logic over combinators , and . Terms will be represented by graphs so that reduction of a duplicator will cause the duplicated expression to be "shared" rather than copied. To each normalizing term we assign a weighting which is the number of reduction steps necessary to reduce the expression to normal form. A lambda-expression may be represented by several distinct expressions in combinatory logic, and two combinatory logic expressions are considered equivalent if (...) they represent the same lambda-expression (up to --equivalence). The problem of minimizing the number of reduction steps over equivalent combinator expressions (i.e., the problem of finding the "fastest running" combinator representation for a specific lambda-expression) is proved to be NP-complete by reduction from the "Hitting Set" problem. This paper is based on notes taken during a three day lecture given by Humberto Maturana in St Kilda, Victoria, August 7th - 9th, 1993. It was obvious from the participants that many non biologists have found Maturana's work to be influential in their thinking. The audience included immunologists, family therapists, academics, architects, agriculturalists and information technologists.

It is hard to imagine a threat to international security or a tension within U.S. foreign policy that does not involve the imposition of economic sanctions. The United Nations Security Council has fourteen sanctions regimes currently in place, and all member states of the United Nations are obligated to participate in their enforcement. The United States has some thirty sanctions programs, which target a range of countries, companies, organizations, and individuals, and many of these are autonomous sanctions that are independent (...) of the measures required by the United Nations. Australia, Canada, the European Union, Japan, South Korea, and others also have autonomous sanctions regimes, spanning a broad range of contexts and purpose. Most well-known are those concerning weapons proliferation, terrorism, and human rights violations; but sanctions are also imposed in such contexts as money laundering, corruption, and drug trafficking. States may also impose sanctions as a means to achieve foreign policy goals: to pressure a foreign state to bend to the sanctioner's will, to punish those who represent a threat to the sanctioner's economic or political interests, or to seek the end of a political regime toward which the sanctioner is hostile, to give but a few examples. Asset freezes are sometimes viewed as the quintessential form of targeted sanctions—relatively effective in achieving their goals, while affecting only the individuals and companies that are “bad actors.” However, as part of the roundtable “Economic Sanctions and Their Consequences,” this essay argues that there are significant ethical problems raised by asset freezes and other forms of targeted financial sanctions. Sanctioners have long been criticized for targeting individuals and companies for arbitrary reasons or without adequate due process. However, there is a (...) second concern that is less well known. Asset freezes and other targeted financial sanctions may be imposed on government officials, government agencies, or private companies that hold a critical role in the target country's economy. A country's central bank, national oil company, or national shipping line, for example, may be severely compromised as a result of its inclusion on a financial blacklist. In addition to the explicit prohibitions imposed by targeted financial sanctions, there is a chilling effect as well. This can be seen when international banks and corporations withdraw from the target country altogether because the burden of compliance with these measures is so great, and the potential penalties so high.
